Currently we've got isolated internationally without much of a presence in diplomatic, military, economic fronts. Once we grow more powerful both economically and militarily we can negotiate far better than right now. Then we'll be in a far better position to make enemies think twice before taking us on.
"Good Fences make Good Neighbours":
Almost all the invasions of India have been through these Northern "useless, barren" areas. Through passes in the mountains. If we don't learn from History it'll only repeat itself.
Pak nukes and missiles were transported over this land route from China!! How's that for "useless, barren" location? Pak govt. has "leased a few kilometers of land to China. No sovereign govt. would do that unless it had nothing to lose in leasing out "stolen rocky land". Chinese have built roads to connect to Pak.
Internally Seperatists, Terrorists Maoists/Naxalites are funded and supplied via Nepal and porous borders. Having such problems will definitely not attract investments unless these loop-holes are plugged for a safe haven for development.
Even the erstwhile Empires used to fight and are still fighting over Afghanistan (known as "The Great Game") as this would allow access and control of South-Asia.
While the suggestion is that "India move on"... it's neighbours will be "moving in" even further!! :-) Some of the comments show how little they've understood strategic military positions.
WHY do you think they are interested in these "barren, useless places", which they are doing everything to hold on to?!!
a) Holding a position at a height gives you control and view of all the land below.
b) Also controlling narrow passes allows one to cut-off supplies to enemy and supply one's own troops.
Example :
1) In WW-2 thousands of lives were lost regularly to get hold of small atolls in Pacific and islands like Cyprus and strategic points overlooking shipping supply lines like Gibraltar. In fact these points were SO valuable that both sides gave it their all even if they could hold on for a few days alone!! Same thing applies to other strategic locations.
2) If you've seen the movie 300 (or better yet read about it in detail) you'll understand that the only reason 300 Spartans could fight off the "Persian Hordes" was because it was a cramped place favourable to close in fighting style adapted by Spartans. Having numerical advantage was counter-productive in such a narrow space. More Persian-forces died due to trampling by their own forces and falling off the cliff than by enemy blows!!
Economy and Military not mutually exclusive :
The argument that we need to redirect money to building the economy from defence is like saying "Build a bigger Gold Tower by saving money on security agency!!". A penny-wise and pound-foolish argument indeed.US must be having the highest inventions and latest technology.
In arm sales alone they must be making billions if not trillions.
To top it all, they regularly spin-off military technology in civilian industrial uses and earn money from it. Internet is only one such technology made by DARPA for distributed, fail-safe, networks which could survive attacks on critical servers.
US also uses Economic carrots and sticks approach using loans, investments, sanctions and embargoes. Same thing with military technology, only compliant nations get to buy their technology (on their terms). US interests are BOTH economic and military-based and not mutually exclusive but complementary.
Sphere of Influence in Nepal
Since the other people have answered on the economic fronts I'll add a bit on the security implications of India-Nepal-China border.Nepal other than sharing so much with India on cultural, economic fronts is also part of the board centre of China's regional and military ambitions.
Indian Prime-Ministers after Nehru didn't learn their lesson after Chinese war. Even as recently as 2013 there were Chinese incursions into border areas by their forces.

Update : As of Aug-2014 a pattern is emerging in outline at least.Interests of a Nation and relations with other nations are based on Geographical, Maritime, Political, Financial criteria.
It's not just China which has these interests. There are OTHER dominant players who need to be addressed also. ANY nation has to look after it's own interests by using Saam, Daam, Danda, Bheda as defined in Arthashastra of Kautilya/Chanakya. The question is are WE doing our bit for our own sake?
The Nepal 'line of credit' was just one move in a whole game-plan to reduce and push-back China's "Sphere of Influence" in South-East Asia and the World.
+ Financial and Development Tie-up with Japan (which is in tension with China over claims on islands. Also Japan may want to shake-off it's over-dependence on China for sourcing components)
+ Financial and maritime co-operation with Vietnam (which is also in tension with oil-fields on islands claimed by both China and Vietnam)
+ BRICs bank without special rights to China, simultaneously wiping out monopoly of World Bank and IMF.
+ INS Vikramaditya makes India have a significant maritime presence in the Indian Ocean. Coupled with indigenous production of naval and coast guard this increases sphere of actual control of seas.
Ancient Indian Kings and Chess :
There are many similarities between Chess and Leading a Nation. In fact Chaturanga/Chess was invented in India to help Kings learn the art of making strategic and tactial moves. This would be helpful in war or peace.One who controls the centre of the chess board has a huge advantage tactially (Present) and strategically (Future).
Chess Opening Gambits:
1) Control the board center ("Sphere of Influence" in geo-political terms)
2) Bring most of the pieces into play (i.e. Force multiplication in modern tactical terms)
3) Castle the King to reduce chances of easy check-mate (i.e. protect sensitive/weak points)
Chess Middle Game:
1) Reduce strength of opponent by
a) outright capture or
b) exchange of high value pieces with lower value pieces or
c) promote low value pieces to high value ones
Note: This is part of Middle game for India in Chess. We're still at the Opening phase now. For example, China has already ousted Indian influence by gulping Indian industry contracts in Maldives.
A good player of chess will try to bring AS MANY of his pieces into play AS SOON as possible. These are the BASICS of Inter-national relations both Strategic and Economic. Most Coaches will tell you that you need to concentrate on fundamental principles of any sport first before trying the high-fi stuff.
Beginners in chess have the habit of playing with one-or-two pieces until they're killed off. Then they start using the other pieces.
Experts use 2 or more pieces in coordination kind of like opening a bank locker requires 2 keys instead of just one. Giving financial assistance to a country can lead to a 'foot in the door' position from which other more useful contracts/cooperation can follow.
For example : China has leveraged its money-power by helping a bankrupt Argentia in return for access to raw materials to fuel its manufacturing industries.
